KWA’MUTSUN NATION STATE CHARTER
Since Time Began Modern Era Declaration 25.1.15 Until The Moon Does Fall

[The following is an attempt to translate from the Kwa’mutsun Hul’qumi’num’ language into the English language those founding principles of the Coast Salish Kwa’mutsun Peoples; their governance; spirituality; and, customs – such is, today, an active pursuit through the Kwa’mutsun Head of State Stitumaatulwut Hwuneem - and, other Elders - as she continues to educate two universities over the last 10 years in creating alphabetical translations of the oral Hul’qumi’num’ language – which is recognized as one of the most complex languages in the world. And, though this difficulty of translation, that English seeks to capture the wide vibrancy of this colourful, old spoken dialogue; where wind and thoughts have personalities] … Thus …

In The Beginning
There arrived the first man; and, he was with his dog. And, thereafter, many more arrived; who populated the lands forever.

It was from this beginning relationship with the Creator that men and women continuously inhabited these Kwa’mutsun, Coast Salish lands; and, travelled upon these territories and waters; being forever thankful for all of these gifts of food, shelter and security.

Therefore, as continued stewards of this earth, water and air, Coast Salish Kwa’mutsun Peoples have journeyed through these many 10,000 thousands of years as a governing body of citizens; who have established practices and procedures for mutual social order; including those internal matters of individual relationships with one another; and, further, to forge lasting peace and understanding with Peoples of other territories and governments.

Wars have occurred and settlements have been arrived at between Coast Salish Kwa’mutsun Peoples and Peoples of other organized territories. Kwa’mutsun lands are respected by other Turtle Island North Peoples.

Trade and commerce has flourished north, south, east and west in the Turtle Island North. Currencies of trade goods and other valuables – including knowledge – have secured mutual respect relationships through the guiding principles of the Two Row Wampum / Peace Trust Friendship / Gus Wen Tah.

Peoples of other territories in the Asian lands have visited these Turtle Island North lands for more than 3000 years; as is recorded by the Asian monks who came and stayed for many years in their friendly, non-invasive studies and practices- Europeans, likewise since circa 1000 years ago.

Leadership is established within Kwa’mutsun territories through accumulated customs that are derived through community mutual considerations; and, these consensus matters have determined a continued structure for governance decisionmaking.

Each Kwa’mutsun citizen enters life being guided into a constructive and meaningful role in the nation [in Hul’qumi’num’ practices, there is great tradition in fiercely protecting territory from hostile invasions.

Kwa’mutsun warriors are renowned for wisdom and bravery in both battle and peacemaking].

Today, there are those who challenge our right of authority. And, to those we say in truth, that we remain a sovereign Peoples, in terms as generally understood in the public domain. We base our Proclamation of Sovereignty upon standards of occupation; as generally applied to the principles of Free Prior Informed Consent; as within the context of a Peoples currently occupied by a hostile foreign military force in contravention of universal laws to which this occupier has endorsed freely.

Today, there exists contraventions by this occupier of international law standards.

Coast Salish Kwa’mutsun Nation Peoples remain truthful and respectful to the Creator. And, do protest this said hostile occupancy with peaceful vigor. In doing so, Kwa’mutsun has applied to the Vatican Pope to rescind Papal Bulls that remain as tainted conspiracies upon other royal dominions to deny Kwa’mutsun Peoples due respect.

And, thus, it is with bold truthfulness – in absence of pride – that Kwa’mutsun Nation Peoples stand in this modern era to pronounce the continued, nondiminished, non-abandoned, paramount governing authority within our traditional lands, waters and regions of airways. And, within this statement, Kwa’mutsun announces a friendly invitation to those of other lands to visit our shores and lands through a peaceful protocol; understanding, that it shall remain the undiminished authority of these said Kwa’mutsun Peoples to evict those who show disrespect to our Peoples, customs and traditions; and, therein, to our continued stewardship to Mother Earth.

Translated For International Standards But Not Abandoning Applicable Customary Law Founding Principles Of Constitutional Nationhood Proclamation

KWA’MUTSUN PEOPLES - A DISTINCT SOCIETY

(Note : Where “Nation” is used below, one should read this as being “a distinct Peoples”) Preamble Since the beginning of time there has been a Peoples of the west coast of Turtle Island North who have constantly occupied territories as home; migrating periodically, as food sources varied and climate changes warranted a more southerly shelter habitat; but, remaining vigilant in securing a defined central domestic homeland. Within these west coast Peoples, Kwa’mutsun tribal group developed a consistent format of general citizenry accountability protocol; which was shared and taught to the general population within the sacred tribal lodge; or, long house.

In the absence of a structured, written language there was a speaker, or, shqwi’qwal whose responsibility became that of voicing these enforceable standard rules of conduct; therein, establishing an oral record that became passed forward to each generation as the public record.

The written language did not occur until European settlement; where linguist began collating the oral languages into alphabetical symbols’ such had not been deemed necessary by these original Peoples of the lands; as they had developed other tools of record; such as the wampum belts and totem poles to portray the stories and records as maintained by the shqwi’qwals. The political sophistication of the original Peoples of Turtle Island North significantly impressed European politicians, who came forth to claim settlement and establish their own governing authorities – coming to be known as the United States of America, and, Canada. The original People’s governing systems were regarded as being unique due to centuries-old histories of peaceful coexistence between collegial parties. Hence, delegates from these original Peoples were invited to share their knowledge with the founding fathers of 1776 and 1867, as the USA and Canada were proclaimed as political states. These proclamations were not endorsed by the original Peoples of the respective territories; and, no legitimate governing body declared war and victory over these original Peoples of Turtle Island North.

Whereas
Considering the aforementioned, it shall, herein and hereafter, be understood and accepted by good and honest individual persons and those of respectable other states, that Kwa’mutsun Peoples remain as sovereign Peoples, united through common languages, customs, decision-making as a defined governing body of council and accountability in matters of security of the claimed and governed territories of record; of commerce and trade practices; and, worship of the Creator.

Such is the truth beyond all doubt.

Therefore
Let it be published and generally proclaimed as truth that no other foreign body military, commercial, political or theological shall claim dominion over these said original Kwa’mutsun Peoples in absence of the doctrine of
Free Prior Informed Consent; and, that any past or present hostile foreign entity that shall proclaim otherwise is to be considered as an enemy of these organized Kwa’mutsun Peoples; and, therein it shall be the duty and rightful exercise in law for Kwa’mutsun Peoples to defend themselves against such incursion through law and military force.

Hence
Kwa’mutsun Peoples do continue as an organized political dominion of purpose – as understood to be an established unilateral declaration of independence within the understood parameters of statehood within international law standards; interpreted through the International Court of Justice; and, such declaration is not in need of a war of independence due to the paramount, continued, non-treatied status of Kwa’mutsun - as aforementioned; thereby, undertaking to regulate all resources within its historical territories as being a just and good cause enterprise.

Further
Bearing these matters, supra, Kwa’mutsun Peoples have adopted and practiced courts of customary law since time began. Similar practices are commonplace within the 1099 original Peoples other statehoods historically and continued within these said Turtle Island North (“North America”) lands; and, such are known to be practiced and enforced within Turtle Island South (“South America”).

And, Kwa’mutsun Peoples are accorded recognition by other original Peoples of other continents; including, the Maori of :New Zealand” and the “aboriginal” Peoples of “Australia”. Exchanges of diplomatic persons is a customary practice between these parties.

Kwa’mutsun Peoples have developed and preserved a central council of governing within the concepts of social order and planning. Domestic enforcement of regulatory declarations is customary. The principal hostile occupying body (of Turtle Island North) “Canada” recognizes the law of trespass; and, does secure permission for policing purposes. Kwa’mutsun Peoples have continually rejected such applications.

In Summation
Kwa’mutsun Peoples are a successful, independent statehood; that meets the definition of “nation”, as within the Charter terms of the United Nations. International law has not been adopted into the established customary law domain of Kwa’mutsun Peoples. Kwa’mutsun Peoples do not seek approval of this United Nations body; other than to claim just right as a nation to bring forward grievances against member states of this UN body.

There are annual and regular continued original Peoples practices within Turtle Island North and South; and, such are maintained as these Peoples regroup to contest the illicit hostile military occupancies within their individual regimes.

Elders advise that patience is germane; that the oldest wampum belts are preserved against hostile seizure; and, that climate change will remediate old wrongs; as Mother Earth creates upheavals that will again force populations to migrate to the equator during the unfolding ice flows. And, therein, all begins anew on another day.

[The capitalized “Peoples” is implemented above in reference to an international campaign to influence such references within UN documents; specifically, to denigrate the legal context of distinct human beings as possessing a paramountcy of claim of real estate and regulatory rights therein]
